Recherche de financement\u00a0pour des projets d&rsquo;\u00e9conomies d&rsquo;\u00e9nergie dans les immeubles.<\/p>\n<p style=\"text-align: justify;\">. Installation des \u00e9quipements ad\u00e9quats, mesurage, conception, v\u00e9rification des projets d&rsquo;\u00e9conomies d&rsquo;\u00e9nergie.<\/p>\n<p style=\"text-align: justify;\">\u00a0. Garantie de r\u00e9sultat en assumant le risque.<\/p>\n<p style=\"text-align: justify;\">Il s&rsquo;agit en somme de <span style=\"color: #ff0000;\">contrats de performance \u00e9nerg\u00e9tique (CPE)\u00a0<\/span>qui sont sign\u00e9s non par les fournisseurs d&rsquo;\u00e9nergie comme cela peut \u00eatre le cas en g\u00e9n\u00e9ral notamment en FRANCE, mais qui donnent une v\u00e9ritable garantie de r\u00e9sultat puisque la r\u00e9mun\u00e9ration est assise sur l&rsquo;\u00e9conomie faite.\u00a0<!--more--><\/p>\n<p style=\"text-align: justify;\">On voit tout de suite l&rsquo;int\u00e9r\u00eat d&rsquo;un tel service\u00a0: comme le contrat est sur une assez longue dur\u00e9e, l&rsquo;ESCO fait adopter par le client pour lequel il travaille une politique de management quotidien tendant \u00e0 faire en sorte que le comportement des occupants de l&rsquo;immeuble soit vertueux en ce qui concerne les \u00e9conomies d&rsquo;\u00e9nergie.<\/p>\n<p style=\"text-align: justify;\">L&rsquo;effort porte donc sur le management mais \u00e9galement sous les co\u00fbts de maintenance.<\/p>\n<p style=\"text-align: justify;\">On reparlera des m\u00e9thodes comportementales des occupants plus loin dans cet article&#8230;<\/p>\n<p style=\"text-align: justify;\">Il s&rsquo;agit donc de nouvelles professions qui se\u00a0sont ins\u00e9r\u00e9es dans ce que l&rsquo;on appelle le <span style=\"color: #008000;\">GREEN BUSINESS<\/span>.<\/p>\n<p style=\"text-align: justify;\">Les efforts sont \u00e9videmment faits sur le chauffage, l&rsquo;air conditionn\u00e9 et les syst\u00e8mes de ventilation qui absorbent\u00a0 le plus l&rsquo;\u00e9nergie traditionnelle.<\/p>\n<p style=\"text-align: justify;\">Les contrats sont appel\u00e9s \u00ab\u00a0<span style=\"color: #ff0000;\">PERFORMANCE CONTRACT\u00a0<\/span>\u00bb.<\/p>\n<p style=\"text-align: justify;\">\u00a0Les clients\u00a0 des ESCO sont des entreprises qui cherchent \u00e0 r\u00e9duire leur co\u00fbt de fonctionnement \u00e9nerg\u00e9tique mais \u00e9galement des propri\u00e9taires fonciers dans le cadre de la gestion de leur immeuble.<\/p>\n<p style=\"text-align: justify;\">\u00a0Le Gouvernement am\u00e9ricain encourage vivement ce type d&rsquo;entreprise qui repr\u00e9sente actuellement aux ETATS-UNIS 20 billions de dollars de projets.<\/p>\n<p style=\"text-align: justify;\">\u00a0La plupart des contrats pass\u00e9s par les ESCO avec leurs donneurs d&rsquo;ordres pr\u00e9voient bien \u00e9videmment une r\u00e9mun\u00e9ration fixe pour couvrir ce que l&rsquo;on appelle le \u00ab\u00a0<span style=\"color: #ff0000;\">BUSINESS COST\u00a0<\/span>\u00bb et un contrat de\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 r\u00e9sultat appel\u00e9 \u00ab\u00a0<span style=\"color: #ff0000;\">SHARED SAVINGS AGREEMENT\u00a0<\/span>\u00bb.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #ff0000;\">Au JAPON:<\/span><\/p>\n<p style=\"text-align: justify;\">Les ESCO existent \u00e9galement au JAPON o\u00f9 on montre en exemple la r\u00e9novation \u00e9nerg\u00e9tique de<span style=\"color: #008000;\"> l&rsquo;h\u00f4pital \u00a0SHIROO \u00e0 TOKYO<\/span>.<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter\" alt=\"\" src=\"http:\/\/upload.wikimedia.org\/wikipedia\/commons\/9\/96\/Tokyo_Metropolitan_Hiroo_Hospital_h.JPG\" width=\"279\" height=\"210\" \/><\/p>\n<p style=\"text-align: justify;\">Le b\u00e2timent de plus de 36.000 m2 a \u00e9t\u00e9 construit en 1980. Sa consommation \u00e9lectrique \u00e9tait de 2168 KWH et ses \u00e9missions de CO2 \u00e9tait de 8095 tonnes par an en \u00e9lectricit\u00e9, chauffage, d\u00e9penses d&rsquo;eau soit 3 millions de US DOLLARS.<\/p>\n<p style=\"text-align: justify;\">En 2005 l&rsquo;h\u00f4pital a sign\u00e9 un contrat de performance \u00e9nerg\u00e9tique d&rsquo;une dur\u00e9e de 6 ans avec une ESCO japonaise qui s&rsquo;est engag\u00e9e \u00e0 r\u00e9duire les consommations \u00e9nerg\u00e9tiques de 28,2% et avec une r\u00e9duction de la facture \u00e9nerg\u00e9tique de l&rsquo;h\u00f4pital de 72 millions de yen par an.<\/p>\n<p style=\"text-align: justify;\">\u00a0Pour des travaux de 310 millions de yen, l&rsquo;ESCO r\u00e9ussit \u00e0 faire baisser la facture \u00e9nerg\u00e9tique au-del\u00e0 du contrat c&rsquo;est-\u00e0-dire de 32,2%\u00a0; les \u00e9missions de CO2 ont \u00e9t\u00e9 r\u00e9duites de 34,9% et les co\u00fbts de fonctionnement \u00e9nerg\u00e9tique de 24,3%\u00a0!<\/p>\n<p style=\"text-align: justify;\">Aux ETATS-UNIS, les ESCO sont regroup\u00e9s dans une Association des ESCO \u00ab<span style=\"color: #ff0000;\">\u00a0NAESCO\u00a0<\/span>\u00bb.<\/p>\n<p style=\"text-align: center;\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter\" id=\"rg_hi\" alt=\"\" #0000ff;\">\u00a0<\/span><span style=\"color: #ff0000;\">Rappelons que la Loi GRENELLE 2 va pr\u00e9voir l&rsquo;obligation des <em><span style=\"text-decoration: underline;\">contrats de performance \u00e9nerg\u00e9tique<\/span><\/em> \u00e0 terme y compris dans les copropri\u00e9t\u00e9s.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">D&rsquo;apr\u00e8s l&rsquo;article 51 de la Loi grenelle 2,en voici la d\u00e9finition:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><strong>\u00ab\u00a0March\u00e9 regroupant les prestations de conception,de r\u00e9alisation et d&rsquo;exploitation ou de maintenance d\u00e8s lors que les am\u00e9liorations de l&rsquo;efficacit\u00e9 \u00e9nerg\u00e9tique sont garanties contractuellement\u00a0\u00bb.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\"><span style=\"color: #ff0000;\">La directive europ\u00e9enne <\/span>du 16 d\u00e9cembre 2002 sur la performance \u00e9nerg\u00e9tique des b\u00e2timents d\u00e9finit le contrat de performance \u00e9nerg\u00e9tique (parfois d\u00e9nomm\u00e9 \u201cCPE\u201d) comme un \u00ab\u00a0accord contractuel entre le b\u00e9n\u00e9ficiaire et le fournisseur d&rsquo;une mesure visant \u00e0 am\u00e9liorer l&rsquo;efficacit\u00e9 \u00e9nerg\u00e9tique, selon lequel des investissements dans cette mesure sont consentis afin de parvenir \u00e0 un niveau d&rsquo;am\u00e9lioration de l&rsquo;efficacit\u00e9 \u00e9nerg\u00e9tique qui est contractuellement d\u00e9fini\u00a0\u00bb.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Ils ne sont pour l&rsquo;instant que sugg\u00e9r\u00e9s par les pouvoirs publics qui les utilisent dans les r\u00e9novations de logements sociaux dans le cadre de march\u00e9s publics parfaitement r\u00e9glement\u00e9s qui vont servir d&rsquo;exemple.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">La complexit\u00e9 de ces contrats est importante mais leur mise en jeu est capitale pour l&rsquo;avenir des m\u00e9thodes d&rsquo;\u00e9conomies d&rsquo;\u00e9nergie en France.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">La grande <span style=\"text-decoration: underline;\">difficult\u00e9 <\/span>r\u00e9sulte dans la mesure des \u00e9conomies d&rsquo;\u00e9nergie ce qui suppose un \u00e9tat des lieux <em>avant<\/em> travaux et <em>apr\u00e8s.<\/em><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Avec une bonne d\u00e9finition des p\u00e9riodes historiques de r\u00e9f\u00e9rence,en g\u00e9n\u00e9ral sur\u00a0 5 p\u00e9riodes de chauffe.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Il faut \u00e9galement dissocier techniquement les travaux qui n&rsquo;ont pas pour objet m\u00eame indirectement l&rsquo;am\u00e9lioration de la performance \u00e9nerg\u00e9tique.Et pr\u00e9voir une p\u00e9riode de r\u00e9glage et de mise au point au del\u00e0 de laquelle commencera vraiment la left;\"><span style=\"color: #000000;\">Il s&rsquo;agit d&rsquo;une communaut\u00e9 mondiale pour le d\u00e9veloppement et la promotion de l&rsquo;utilisation des protocoles standardis\u00e9s pour le management des consommations des \u00e9nergies.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000;\">Autre probl\u00e8me : obligation d&rsquo;\u00e9tablir une <span style=\"text-decoration: underline;\">convention d&rsquo;usage<\/span> avec les occupants de l&rsquo;immeuble car le comportement des habitants est primordial!<\/span><\/p>\n<p style=\"text-align:
